Report Accessible without Pro License

On a Fabric F8 capacity the workspaces are now all marked as being Premium workspaces which now means the reports are accessible by users with no Pro license.   Is this correct, or is it a bug?

    Hello jwares 

    If your workspace is hosted on Microsoft Fabric F8 capacity, it is considered a Premium workspace.

    Premium capacity (like F8) allows users without a Power BI Pro license to view shared reports, provided the reports are
