If you are sharing a Dashboard in the APP and not in a Workspace then it is much easier to control that. The ability to share a Report or Dashboard is based on security of the individual. It is a bit easier in most cases to control that in the APP and not in the Workspace. In the APP, you just do NOT check "allow users to make a copy of the reports in the app" and you do NOT check "allow people to share..." and "allow people to build" in the audience settings:
If you are sharing directly from the Workspace, then you need to confirm that the individual has the least amount of privileges - which is the "Viewer" level

Hi, collinq! Thank you for your message. Sorry, I was not very clear. What I would like to achive is : we want to use Power BI in a self service mode. I will create the data sets and the users can create their own reports in a specific workspace. The question is : how can I restrict users to share reports outside that workspace ?
I would like to aplly the restriction at workspace level.
