Regarding Power BI Pro Storage and Workspace Ownership
The 10 GB limit for a pro License is only for personal storage in your My Workspace. There is no per-workspace storage allocation under Pro; workspaces themselves do not get their own quota of 10 GB.
Workspace storage is governed by your tenant’s overall storage

As correctly explained by andrewsommer , the 10 GB storage limit under a Power BI Pro license applies only to individual My Workspaces. Shared workspaces, including those you create for teams, use the tenant’s overall Pro storage pool not 10 GB per workspace.
If you're creating multiple workspaces, they will all share the tenant’s total Pro storage (typically 10 GB). To avoid capacity issues, consider monitoring usage via the Admin Portal and, if needed, explore Premium Per User (PPU) or Premium capacity options for expanded storage and scalability.
