Currently I have my dataset, and visual on my one drive, I have given access to those files on one drive to my overseas colleage so that he has the ability to update the dataset and refresh the data in Powerbi visual page.
When he goes to do the refresh, it fails with an error stating the file cannot be found because it is on my one drive path, even though he has access.
How do we both get to access the data and refresh?

My guess is that the problem is based on the "Address" used in the Power BI file. Even though both of you have access to the file, he might not have access using the address you put into the file. The address that you have shared with your college is probably not the same as the address you have used in your file.
I'd attempt changing the address, do a close and apply. Publish back into the service and see.

Whenever you connect to any data source, you need to tell Power BI where to look. This is what i mean by address. If you look at the "Source" row of your query, you will see what the address to the file has been provided.

The "One Drive" is it on a local machine if so then you will need a Power bi Gateway installed.
If you guys are using One Drive for business then no need for the Gateway but you have to make sure of the way you connect to one drive through Power BI desktop. Here is a video to explain it
Note that One Drive for business is backed by Sharepoint Folder therefore you must use Sharepoint Folder connector.

Thank you all, this makes perfect sense. However, I am brining in an entire folder, is there a work around to enter the path in for a folder vs. a sheet?

When i originally did get data, I picked folder from the list, which brings in every excel file in the folder and basically appends them.
Ok , I understand the mistake. You picked Folder because the sheets are saved in your machine.
In the service, the refresh might work for you when you initiate it but never for your colleagues. The refresh can work for you because you might be using the Personal Gateway that you installed in your machine, and the personal Gateway can not be shared with others.
I recommend that you upload the files in a Folder in Sharepoint or in One Drive for Business then reconnect you report through Sharepoint Folder connector. This way you won't need a Gateway and your colleagues can do the refresh manually.

Thats the problem, I have them stored on one drive, but I guess the address is still pointing to me. Let me check the sharepoint folder connector vs. web.
