Is it possible to do the data refresh of a table partitioned by a non-date column like category?

This is in fact possible, but first you need create such partitions manually. I would do it by connecting to Power BI via the XMLA endpoint and then create and manage your partitions. Afterwards you can use the enhanced Power BI REST API where you can specify which partitions you would like to refresh.
A challange could be to maintain your table parittions, for instance when a new category pops up in your table. For this, you might want to consider a script that helps you automate that. Here a blog post on that can give you some inspiration.
The example applies custom partitioning on a date column, but it should be very similar creating partitions on a category column.
