    errorMessageの解析結果より、

    NpgSQL インストール途中の選択肢を変更する必要があり、
    defaultの Npgsql GAC Installation が unavailable になっていることが判明。

     

    メンバーの開発者はいずれも.Net経験者ではなく、

     GAC Installation 要るでしょ！

    という発想にはならずに

    インストーラーは何も触らず

    Next / Yes / OK / I Agree を押しておけば

    defaultでよろしくやってくれると思っていました。

     

    そしてハマった状況です。

    こちらの問題は解決済みです。

Thank you for using Microsoft Community Forum. 
Follow bellow steps to resolve your issue.

First go to Power BI Service (app.powerbi.com) then Log in to your Power BI workspace where the report/dataset is published then find Your Dataset Go to "Datasets + Dataflows" in the left-hand pane, or go to your workspace and locate the dataset (A005_Income and Expenditure Management Table_Exam Running - Budget Ratio).

  • Open Settings:
    Click the ellipses (⋯) next to the dataset → Settings.
  • Check the Data Source Credentials:
    Scroll to the section titled "Data source credentials".
  • Re-enter the Credentials:
    • If the status shows "Invalid" or "Not set", click Edit Credentials.
    • Choose the appropriate authentication method (usually Basic for PostgreSQL).
    • Enter a valid Username and Password for the PostgreSQL database.
    • Click Sign In / Save.
  • Test the Connection:
    After saving, try refreshing the dataset manually to check if it works.
  • Confirm Scheduled Refresh:
    If the manual refresh succeeds, your next scheduled refresh should also work as expected.
