A personal gateway requires each user have all necessary permissions to the data source, which is impossible to manage as more users get access to the report, so the permissions of those users would need to be checked and any difference could cause them an issue.

that does make sense to me and something we will look at seeing as every user does have a personal gateway installed. Is a personal gateway configuraton a likely source of this issue for the two affected users?
