    A personal gateway requires each user have all necessary permissions to the data source, which is impossible to manage as more users get access to the report, so the permissions of those users would need to be checked and any difference could cause them an issue.

You should only have 1 gateway, an Enterprise gateway, not personal. You set up the credentials 1 time and it doesn't matter if the users even have access to the source data, the refresh will work because you have authorized them to use your gateway. Setting up dozens of personal gateways is a recipie for disaster, and I recommend companies disable the ability to create personal gateways for this reason.

The enterprise gateway is free just like the personal gateway. Power BI Gateway | Microsoft Power BI
You just need access to the Power Platform admin center (microsoft.com) and have the Power Platform Admin role in the Office 365 environment to configure.
