Refresh button does not work for users but me

Go to the flow in Power Automate and there will be a box for "Run only users." Select Edit and add users or groups to it. They will then have permission to run the flow only, but not edit it.
This assumes they have at least the most basic Power Automate license available, which most people with an Office 365 account do.
