I have subscribed to a dashboard and the tiles have a REFRESH TIME inserted into them. Where does this time come from? I have a scheduled refresh of the dataset say at 9am, but when the dashboard is sent to me, it says 3pm the previous day? When I click to to view the dashboard the dashboard shows refresh times that appear correct. Is this a bug?

Have you considered whether the time zone of your local and Power BI service are the same.
