I would like to know if there is an option that permit to stop the semantinc model refresh when the dataflow fails .

In case if it is set up as a scheudled refresh from Power BI service, then it is not possible.
you would need to set up a custom flow for the same wherein have the below flow :
1) initially trigger the dataflow refersh
2) In case of dataflow refersh failure, skip else proceed for semantic model refresh
You can leverage ADF/power automate etc .

Although in Power BI Service there is no feature switch in between. However, there is a mechanism in Power BI Service that disables semantic model refresh by default. Namely:
Scheduled refreshes are automatically disabled when the semantic model fails four times in a row.
When your Dataflow refresh fails, your semantic model refresh may also fail. When your semantic model is in a workspace under an embedded capacity, and that capacity is turned off, the first refresh attempt will fail (because the capacity is off), in which case its scheduled refresh will be disabled immediately.
