Refresh Schedule is disabled in Power BI Pro

You need to specify the credentials and the gateway (if required) before you can enable the schedule.

As lbendlin  said, scheduled refresh requires the gateway to be configured. In addition, I would like to add the following, you need to check whether your data source supports scheduled refresh.
