RLS with UPN not working on Power BI Online

Hi
I created the RLS Role like this 

It's working fine on the Power BI Desktop, but on the Power BI online users still can see everything.
and all setup is very simple, Users permission are "Viewer" and the relationship between tables is many-to-one.

How can I fix this ?

it's difficult to provide more detailed guidance. Because I know that RLS is honored when a given user has the viewer role assigned in a workspace it must be something simple like "Do you have users assigned to the roles?". Yes, I already assigned them to the role, but when I test with some user. The RLS doesn't work at all.
