RLS not working with Sticky Roles

Hello.

I have a Workspace with various reports with RLS implemented.  I've recently changed Person B's access from Contributor to Viewer so that he could only see his own region.  

However, after setting his role up in both PBIX and Service, Person B could still see all regions.  I could only guess it's because Person B had Contributor access and still has same access eventhough I've changed him to a Viewer.   

What could I do to make sure Person B only has Viewer access for RLS reporting viewing?

So the RLS is working now for this individual.  I guess I just had to wait half a day for the change to take effect.

Tested again.  When changing from viewer to contributor, it takes effect immediately.  When changing from contributor to viewer, it takes at least half a day for change to take affect.

Is that a Shared, Premium or Fabric workspace?
