RLS not applied on PDF Attachments to Subscribed Users

I created a report with RLS on Premium Per User workspace. I am the only user who has the PPU license while trying to subscribe other Pro users to the report after assigning them to specific security roles.

My business requirement is to send them periodical PDF reports. I am aware that they cannot access the report in the service since they don't have the PPU licenses. But the PDF attachments they receive are not filtered as per the security roles.

I am testing this with one user and he is a workspace viewer. When I test his role I see the report properly filtered in the service, but the attachment he receives is not filtered.

Mohammad did you try with paginated reports?
I´m facing the same issue as you mentioned before.

      Thanks.

    Hi Mohammad_Refaei,

For report email subscriptions, if the dataset uses RLS, you can create a subscription for yourself. You can't subscribe others to a report with row-level security (RLS) applied, except for paginated reports. You can subscribe others to a paginated report, using your security context.

If you still have some question, please don't hesitate to let me known.‌‌

    Best Regards,

Thank you v-xulin-mstf for your response. I am Power BI admin and I was able to subscribe other users to the report.

Though I am a Power BI fan, I have to admit that it is a very frustrating experience to me which made no sense at all.

RLS is applied but all subscribed users get the full report with complete negligence of the security roles.

I contacted Microsoft Support and the support level was far below expectations. They were responsive, but almost had no clue what the issue is.

I think Power BI is messing up with licensing options without clear differentiation between what's being offered for each license. Found that Premium Capacity is probably quite expensive, so introduced the so called Premium Per User licensing and tailored some deformed functionalities.

It is beyond my comprehension to define security roles while when I share the report, guess what? security is totally ignored!

        Hi Mohammad_Refaei,

We are sorry for the unpleasant experience you had.

Please try subscribing using paged reports, unlike subscriptions for dashboards or Power BI reports, your subscription contains an attachment of the entire report output and it also supports the following attachment types, such as PDF, PPTX, etc. Even if the dataset uses row-level security (RLS), you still can create subscriptions for yourself and others. Those subscriptions will run using your security context.

For more information, please see: Paginated reports in the Power BI service

        Hope it helps.
