RLS not applied on PDF Attachments to Subscribed Users

I created a report with RLS on Premium Per User workspace. I am the only user who has the PPU license while trying to subscribe other Pro users to the report after assigning them to specific security...

Thank you v-xulin-mstf ... I tried my luck with Microsoft Support on this issue before and the case was closed without any resolution.
