RLS is not working for particular users and all data is visible to them

We are experiencing an issue with Power BI RLS (Row Level Security). Some of the dashboard external users are supposed see only some intended data but RLS is not working for them and they are able to see the all the data.
We cloned the same PBI report in same Workspace with different name and the RLS is working for this user. Also its working in different workspace.

Please note our report is shared with 100+ users and this issue got reported for 4 users.

Please note we have not added those users on Workspace level. We shared the dashboard with them using RLS approach only.

Experiencing this too, can't find any pattern for why RLS is working for some users and not others. Ever fix the issue?

Hi. Be sure that the permissions for the users haven't changed. If a viewer user has now build permission then RLS won't apply. If you are sharing with an App and you have migrated to the new app experience announced recently then check again because some permissions might have changed.

No permissions are not changed and even we are not sharing with App.
