RLS causing error on visual in service but not in desktop

Hello,

I am having an issue where i am getting 

This happens with every measure in the visual.

The measures are all using columns from "QCR Data"

This error only is happening on the cloud service and does not happen when looking at desktop.  Issue is also only happening when viewing through RLS.  If i look as admin, the visual loads fine.

This makes me think its a relationship issue but i can't see where the problem is.  I did not make this dashboard so do not have full knowledge of it.

Relationships below:

Roles are determined by "To The Managers", "Branch Manager" and "BDU"

If an Admin can see the measures, then I would look at how the RLS is configured as possibly something needs to be updated there?

I can't seem to see an issue in RLS though.  RLS is working with every other tab in the report.. just not the QCR Data table... yet the relationships are the same to that table from the RLS tables as any of the other tables.  Doesn't make sense to me...
