Hi Anonymous ,
You need to add you collguage to workspace members so that he/she can see the report in this workspace.
Is the Row-level security applied in your reports? if the members are not in the roles, then they cannot see the report although they have been granted Read and Reshare permissions.
In addition, what is the license of these users that cannot see the content you shared.

Liang

Hi,
- Workspace access is only for Admins, users will not have access to Workspace.
- They are accessing reports via Apps,
- Users in both the Apps Workspace1 and 2 have access.
- Workspaces are in PowerBI Premium tier.
- Members are included in Roles.
- I tried publishing in same Workspace users users still can't see data using RLS. They are able to see report not data in any visuals.

Hi Anonymous ,
Have you checked that your file correctly applies the RLS rules? If not, all users with viewer rights will not be able to view any data.
Please try to view data in other roles in desktop or service.

Liang
