RLS- Same user for different filters/rules

Dear all,

In the desktop version, I inserted some rules regarding manage roles so that I have different views per country. For instance, If I want someone to see only Germany data, they'll only see that. 

As for the next step, after publishing it, I went to powerbi service and to the dataset security to define the RLS. Furthermore, I want the same people to see different countries. For example, I want roger to see both germany and france. However and despite having a RLS for Germany and another for France, when I put Roger's email in each of the RLS, Roger can only see Germany when he accesses the dashboard.

As such, I wonder:
a) whether I have to create a new rule in the manage roles, in which I filter for germany and france. If so, how can I do it?

b) if Roger is doing someting wrong or if it is a sort of a bug as I have inserted his email in each of the rules of the RLS and it should be working.
