RLS - App audience

Trying to understand how RLS works within Apps.

We have an app that besides workspace users have a lot of users that is not part of the workspace. If I am to have RLS apply on these users they need to be Workspace users as well, right?

    you can define RLS on anyone you find in your directory. The users that are not in the workspace still need "viewer" in the workspace I think.
