I can't seem to find answers for this for free licenses.
1) What is the max amount of users that can be added to a workspace?
2) Does the user only need the "Viewer" role to access an embedded power bi report? Or just the direct link.

@al2354 I do not know of any limit to how many users in a workspace. Capacity driven SKU's are driven off of load and acceptable load times, not how many users. 100 users may drive more use than 10,000 users depending on the scenario.
Yes, but in many cases the security in Power BI Embedded is controlled by the application. Think, user logs into application, the application uses a token to retrieve the data for the reports. Thus, users do not need to be added to the workspace or be given direct rights.

Currently there is no clear limits about the amount of users that can be added to a workspace.
With a free licenses, you can only publish report to web, and the user can view the content via embed code without any permission.
