I'm enjoying Power BI goals & have a few questions:
1) Does preview mean that there is no support or SLA? Or is there a different defintion?
2) Is there any ETA when goals will go GA?

According to my research, the definition of the preview features in the Power BI is to make improvements to the Power BI service, they'll release some new functionality as preview features. Preview features can be turned on and off, giving you the opportunity to try them out. You can also refer to this document:

The preview status of the Power BI goals will last a couple of times, and will also collect the ideas and suggestions for users to make improvements. For more information on the Power BI new features, we often go to the Microsoft Power BI Blog to get the latest news.
