I have two questions and was not able to find clear answers on either of them.
1. In our organization we want to use Premium per user licenses for those who create dashboards, all others are merely viewers with a Pro license. As Premium comes with a model size limit of 100 GB, will Pro users (viewers) be able to interact with dashboards that are based on larger sized models? (The Premium capacity package option is not considered for us, as we will end up having <100 users, so premium per user is more cost-efficient)
Until now we use Pro licensing only, and users have had issues already with dashboards using large datasets, receiving error messages about capacity issues. What capacity matters in this scenario, viewer capacity or creator capacity? Does a workspace created by a premium user automatically receive premium capacity?
2. If we use Premium exclusive AI features in dashboards and share them in PowerBI service, can Pro users view those Premium-exclusive visualizations?
And will Pro Users be able to view content in Dashboards that is based on Premium-exclusive AI Visualizations?

As you suspect, Premium per user (PPU) and Pro licences don't work like that.
With a PPU licence you can mark a Workspace as a PPU workspace, content in that workspace can use PPU facilities, bigger Datasets, AI features etc. However content on a PPU workspace can only be shared to others with a PPU licence, Pro licence users won't be able to view or interact with any Reports or Dashboards there.
Pro can share "upwards" to PPU, but PPU can't share "downwards" to Pro.
To take advantage of PPU facilities everyone will require a PPU licence.
