I have a few questions about how can I use paginated reports for different licenses. I'm listing down various scenarios below:

1. No. The premium per user workspace can only be user by people with premium per user. A Pro user won't be able to build there.
2. Yes
2.1. No. When you have premium capacity only developers need pro. The read viewer users can get in premium workspaces with Free licence.
2.2 It depends. If you have activated the setting to let users create workspaces in your admin portal tenant, then yes. Pro users can create workspaces but enabling premium for the workspace will be done by the power bi admin role assined from office 365.
2.3 As long as you follow the licences correctly there is not limit on the number of members. Just think that if you are paying premium you are paying for your capacity. That capacity has a limited proccessing capability. If a million free viewer users are using that at the same time you might need to pay for a bigger premium plan.
