Queries with disabled load not refreshing

I have the following query dependencies (screenshot below).  When I refresh in desktop, the upstream tables update and follows through with the latest tranasctional data to the visuals.  However when I push to Service, the reports do not update.

When I download a copy of the report; the transactions are still limited to those at the time when I pushed the PBIX file to the service.  No rows created in the source database after publishing are added to the data model upon scheduled refresh. Anyone have any ideas on how to resolve this?
