Publishing suddenly bogs down

I try to publish to a workspace.  It starts off fine but suddenly the circle of dots is barely moving.  I'm not sure this is ever going to end.  I try another report and get the same result.  What could be causing this slowdown?

Seems to be resolved now.  Apparently at the National level.
