What happens if you change the developers role to "Member" can they successfully upload and then view the visuals?
With regards to the Gateway depending on how the data is connected via the Get Data it might need a gateway? What is the data source?
I can try switching his role to member and see what happens! I was going off the role levels on PBI documentation, I thought a contributor could use published datasets. The datasource is a published dataset on a report in a different workspace. He has Admin rights in the workspace he's trying to publish to, and contributor with build rights from another.
