I am publishing semantic model to Power BI Service from Desktop and it's taking forever. Is there any way to find out what caused to delay publishing semantic model to Service? I just wanted to know any other team member locked this semantic model or any other reason?

A “400 Bad Request” error while publishing a semantic model to Power BI Service usually points to issues beyond just model size. It can be caused by network problems, invalid configurations, unsupported features, or even bad characters in column names, data types, or metadata. Make sure you’re on the latest Power BI Desktop version, check dataset permissions and workspace settings, and try simplifying the model if you’ve made recent changes. If the issue continues, monitor network activity with tools like Fiddler or review logs in Performance Analyzer to spot what’s causing the failure before publishing again.

It looks like you are facing issue while publishing semantic model to PowerBI Service. At the moment, we have few known issues running related to semantic model refresh and gateway while publishing from Power BI Desktop. The Microsoft engineering team is actively investigating this and you can check the known issues through the below link.

Also can you please confirm if your data source for your semantic model is Excel as we have running issues for excel data source too.
In the meantime, you can go through few troublwshooting steps like make sure you're using the latest version of Power BI Desktop or try publishing to a different workspace to check if the issue is workspace-specific and try to keep the file size and complexity as minimal as possible during this period. Otherwise, we recommend waiting until Microsoft resolves the service-side issue.
