    Thank you for sharing your observation. It appears that the Power BI Service currently supports both direct PBIX downloads and the newer asynchronous export process, depending on factors such as report size, workspace configuration, and service region. If the file downloads immediately, that behavior remains valid and supported; if processed asynchronously, the exported PBIX will be available in the Notifications panel (bell icon) once completed. Since you’ve noticed fluctuations across workspaces, this due  to Microsoft’s gradual rollout of the new export experience. Hi, sorry for the late answer.

I understood the explanation that was given, but indeed when I tried to test it again the behavior of the service changed to the original one: now when I try to download the same dataset, I got the direct download of the entire pbix report.

 

I've experienced the same behavior on different reports in different workspaces of our tenant.
