I have a Power BI Premium Per User License, I published an APP thru the Power BI Pipeline.
I gave access to the app to a user with a Power BI Pro license.
The user cannot access the Report
The user is being requested to buy a Premium per user license.
Both of us are inside the same orginazation Office 365 site.
I thought you could develop with a Premium Licence on a premium site and share to View only to a user with a Pro Licence.

Premium-Per-User (PPU) is user based, where as Premium Capacity is capacity (organization) based. You need Premium capacity to achieve what you want to do.
If you use PPU, all users that want to consume your artifacts will need PPU license.
