Impactful IndividualPublish to web--request access blocks users
I've published a report to the web using the embed codes. It is in a workspace that does not have any edit members and I don't want to list them. I want people outside our organization with a Power BI Pro license to be able to see the report. Yet, they get the following message.
And when clicked...they get a message.
Nothing helpful comes out of sending the request. Seems like it should be simple enough. Are there administrative settings that let this work?

You can follow the steps in :https://docs.microsoft.com/en-us/azure/active-directory/external-identities/add-users-administrator#add-guest-users-to-a-group
If the guest user does not already exist in the directory, invite them to the group by typing their email address in the search box, typing an optional personal message, and then clicking Select. The invitation automatically goes out to the invited user.

The Embed option doesn't automatically permit users to view the report. You need to set permission in power bi service . You can create a AAD group with all users outside your organization. And share the viewer role for the ADD group to the workspace.

ThomasDayv-deddai1-msft We're sending a link to some prospects and want them to be able to access the workspace. They will not be in our AAD. How do we allow access to everyone outside our organization?

Since your external users have Pro licenses, you don't need to generate any Publish to Web embed codes. You can directly share the report with your external users by following the Azure AD B2B guidelines.
You could send Planned Invites or Adhoc invites. For more inforatmion, please refer to the following doc:
