Publish to web URL filter (replicate POLITICO report)

That's what the documentation says, yes. Have not tested it myself yet.

So you can create your own URLs (including the filters) by reconstructing that Base64 encoded string from your workspace/dataset IDs.
Sorry, lbendlin but I don't understand what you are talking about. I just started with Power BI a few months ago. Do I need any paid licenses to do that?
