Publish to Web authorization

Hi,
after the january updates i've not been able to publish to the web anymore as i need an authorization from an "administrator", as i understood from here: https://docs.microsoft.com/en-us/power-bi/collaborate-share/service-publish-to-web#tenant-setting

What i didn't understand is: i have an Office 365 Business Basic license given from my organization (like all my colleagues) which only includes Power BI free, can i expect that the IT service has the admin rights to give me the permission to publish again or i need to buy a Premium or Pro Account?

(I ask this also on behalf of the IT team because it is not clear for them too)
