I’m not seeing an option “Publish to Web” within my Power BI free account. I have signed up for free trial today. Please let me know what are the steps I need to follow to create embedded code to view dashboard from/by any location/user. Please reply me asap.

Here it was due to other issue which is also mentioned in Limitations.
I have followed below steps
It was all to do with roles set in desktop, Try this:-
Open the report in Desktop
Select Modelling
Select Manage Roles
Now, if there is any role listed in the left hand side then delete, resave, republish to the service and you should then see the publish to web option.
I cant find option Publish to Web (Public) as it's write on Power BI Doucumentation, is it removed or just not available on me only? thankyou.

Please check if your report hits these Limitations, and if your admin has enabled this function in Power BI Admin portal.
