Publish Power BI App

I have a Workspace that is hosted on F4 Fabric Capacity and I have 2 apps in the same workspace as there are 2 Reports. Now 1 group of users need access to 1 Report(App) and other group of users need...

Workspace access - Yes, users need at least Viewer access to the workspace to see apps published from it. Adding them only to the app audience is not enough, workspace permissions are required for visibility. See Power BI workspace permissions.

2. Separate app audiences - You can control this by assigning distinct audiences per app. In the app settings, configure audiences so that Group A is added only to App 1 and Group B only to App 2. As long as you don’t overlap audiences, each group will see only their assigned app.
