Protect dataset from a user (security)

I have built a report with a dataset I would like to protect from another user. I would like to give access to the pbi file and allow them to export the data to excel from a table visual in power bi desktop, the only limitation I want is that the person cannot access the complete data in power query and export the complete dateset in power query to excel. What restrictions can I place to achieve this.

unfortunately this is not possible at the PBIX-file level. Once you give the PBIX-file, the user has access to the whole file and all the data inside. Unless you're using Direct Query to get the data, then the user also needs access to the source.

But if you want to give access to (a portion of) a report, I'd suggest publishing it to the service and going from there. For example with row-level security or putting a report in an app and sharing that with the user.
