If you have Pro account you could try to open a support ticket. If you have a Pro account it is free. Go to https://support.powerbi.com. Scroll down and click "CREATE SUPPORT TICKET".

Advocate IGreg_Deckler ,It shouldn't have. I have set up the roles, but they haven't been populated. Right now I am the only person with access and I am the report author and the workspace admin.
