I am using the option to Share Power BI Reports on Web, but when I try to access the URL the PBI show the message: This content is not available.

Nope, URL filter does not work with 'publish to web' reports:
Filter a report using query string parameters in the URL
Query string filtering doesn't work with Publish to web or Export to PDF.

Its look like you have used shared option "Publish to web", which also contains a embed code, which can be seen under Setting->Manage embed codes. Please check if the code is active or not or deleted.

I created a new Workspace and used shared option "Publish to web" again. Follow the print about embed codes. It is active and the problem still happen.

Copy the code one more time and click on the embed code. It should open.
Publish to web is teh only free method of sharing the reports, other sharing methods needs a pro license.

I solved the problem making a new account and publishing the Reports in that.
Now I can access the Reports without log in.
And now I have one more questions:
- In Public Reports Can I use filter?
Like this:

I am in the trial period of Power BI PRO.
Is it suficient for share and view shared reports?
Pro is enough to actually share and view reports.
But who you share it with will also need a Pro License. (Or it should be in Premium Capacity)

It is possible, Publish to web is the free option to share your report publicly.
Anybody who has this report can see the reports shared by you.
