Problem with giving access to users

Please recheck the licensing once.

As in if your workspace where your report or dashboard is residing should be back by premium capacity and then you will be share to the free users.

If you are sharing using the Pro license, then the other users also need to be Pro users

Have you implemented RLS in your model ?
If Yes, then check the roles for your users

Please provide more details about sharing with others.
Please refer to the following cases to consider the restrictions of others' access permission.

In addition, if you set up RLS for the dataset, check the user's role.
