Pro or Premium
Lets assume users want to see power bi reports on daily basis.
Can license decision ( whether we should go with Pro or Premium) based on below mentioned factors?
a) Number of transactions happening on daily basis in an source systems such as ERP or any other application
b) Number of records being loaded on datawarehouse on daily basis
There are few more variables to consider here. Is this the only report in your organization is getting refreshed daily? What is the size of your dataset? Is it under 1GB then Pro else Premium. What type of licensing do your report consumers have? See this image for more clarification.
In terms of daily data refresh limits, Power BI Pro and Power BI Premium differ as follows:
Power BI Pro: With a Power BI Pro license, you can refresh your datasets up to 8 times per day. This limit applies to datasets set to the “Import” data connectivity mode1.
Power BI Premium: Power BI Premium offers more frequent data refreshes, allowing you to refresh your datasets up to 48 times per day.
Please note that exceeding these numbers will cause your Data Refresh jobs to fail. Also, these limits apply when using import mode1. Other modes like DirectQuery and LiveConnect do not import data; they query the underlying data source with every user interaction.The dataset size limitations for Power BI Pro and Power BI Premium are as follows:
Power BI Pro: For users on Shared capacity (often called “Power BI Pro”), the maximum dataset size is 1GB.Power BI Premium: For those using Power BI Premium or Premium Per User (PPU), the default maximum dataset size is 10GB. However, with the Large Dataset storage format, datasets can be larger based on available memory. Power BI Premium supports uploads of Power BI Desktop (.pbix) files that are up to 10 GB in size. Once uploaded, a dataset can be refreshed to up to 12 GB in size.
Please note that these limits apply to the size of the data when it is loaded into memory, after any Power Query transformations and data model compression have been applied1. Also, exceeding these limits may cause your Data Refresh jobs to fail

Hi amustafa ,
there are 10 reports needs to be created, we are not aware of dataset size since we are at beginning stage where requirements are being discussed
In this case start low at Pro. You can always upgrade to Premium later
