Pro User Share with Free Users - Power BI embedded

Hello guys,

I have a big question regarding Power BI embedded and Power BI Premium.

My client has 250 users who use dashboards and reports. 50 of these users create and distribute the others only consume reports and dashboards. One solution would be to hire Power BI Premium P1, so it would be possible for Pros users to share content with Free Users, but Premium is too expensive.

I did some tests with Power BI embedded and created an A1 node and I was successful. I enabled the dedicated resources(Power BI embedded A1) for my workspace, so my Pro user was able to share a report with a free user of the same corporation. The node A1 is much cheaper and did not need to incorporate the code in any application, all access was done through the power bi interface.

Do you believe that this is a solution to this case? Have Pros users share with Frees users without needing to incorporate reports or dashboards and not need to pay $ 5000.00 per month on a Premium node.

Can I have some kind of limitation doing this?

You should consider using the E series licensing. They match A1-A3 bur are intended for embedded within your organization. This will save you costs while keeping you in the clear on licensing.

Unless they have substantially changed the embedded licensing agreement, I believe that you are technically in violation of it. My understanding of the licensing agreement for embedded is that it is for external users, not internal users. That being said, I am not a lawyer nor do I play one on TV.
