Pro License not working for external share user

We tried refreshing. Also, I was impacted by the earlier issue , but MS seemed to have fixed that and we didn't need to do anything to fix it.
So as I alluded to in my second comment, the invite that is sent when the user's external email address is entered for the first time (ie: no yellow auto-fill drop down appears as the email address is entered) did not seem to work.
When I removed sharing from him, and then reshared, and the yellow auto-fill drop down did have his EXT entry, that invite seemed to work.

1. Something that update to pro license pops up incorrectly, please refresh the web page and try again.
2. There was a issue for externally shared content announced earlier this year, Power BI Pro customers trying to access it from a different Tenant may encounter a message asking to “Upgrade to Power BI Pro”. You can create a support ticket here.
