Pro License User cannot publish to Power BI Service Workspace
Hi , I have assigned a Pro License to a user and added him as workspace member. When he published power bi report he gets error " only Power BI Pro License user can publish to this workspace" . ...

Can you please check the user license details in O365 admin portal.
In that check for the Products and if Power BI (Free) and Power BI (Pro) enabled.
Please disable Power BI (Free) and click save.
Try to logout the power bi service and login to check for the Power Bi Service.
Path:- Settings >> Manage Group Storage >> It will show you the license (Free/Pro)
