The initial way that workspaces worked in Power BI was indeed aligned with Office 365 groups, but with v2 workspaces that's no longer the case. The most maintainable way to manage access in Power BI workspaces is by assigning their roles to Active Directory groups. You could also use Power BI apps for content sharing targeted by audience.
