Premium per user use case?
What's reason for having premium-per-user?
The way I see it, "premium" is the ability to create a premium app and have all the people in the organization accesing for "free", without needint a Pro license...
So, if I have Pro licenses for developers and free for business users, and I create "premium" app when I want all the business users to access, what's the use of the premium-per-user license?

Premium Per User(PPU) is mainly used for anyone who would like to leverage the premium capabilities. Please note that it is confined to an individual with PPU license.
Apart from this, it will save a bit of cost if there are only 2-3 members/clients who together want to leverage the premium capabilities.

Yes, you will find a lot of features where only an individual is benefited and that's the whole purpose of PPU license. If you want enhanced capabilities for everyonw, you still need to go for "Premium per capacity" license.
