I have a P1 capacity purchased via volume subscription, which I understand is equivalent to an F64 Fabric.
Do they have the exact same features? If not, is there documentation on the differences?
Also is there a difference from running Fabric workloads on a P1 Power BI Service versus an F64 that hosted on Azure?

They are roughly the same, and allow you the same usage of workloads and features on both F and P SKU. The inherent difference between the two is that AutoScale ( docs ) only exists for P SKUs today, with an evolution of that functionality for both P and F SKUs on the backlog.

The F capacities are pay as you go model thus charges are higher but if you opt for reservation option then the charegs are aprox same as P SKU
