I have a premium per user trial license on top of our regular pro license.
We have a workspace that has been assigned premium per user capacity - and within this workspace we have a dataflow that is utilising the premium per user feature of incremental refresh.
My problem is with a second workspace - which is not assigned premium capacity but the report within this workspace's data source is the dataflow above. Non PPU users can access this workspace app with no issues and see the report - however the dataset cannot be refreshed - it comes up with the below error:

The only way to successfully refresh this data is to assign premium capacity to the workspace - but then non PPU users are unable to access the content without signing up for a trial.
This is really confusing - as question no. 14 in the below FAQs states:
14. Can I have a dataflow run in a Premium per user workspace, be imported into a Power BI dataset in another workspace, and users who consume that content not need a Premium per user license?
As long as the Power BI report author has a Premium Per User license, this is possible during the preview period for PPU.

Please can someone help this refresh to complete without the need of assigning premium capacity?

Your idea may not be realized. PPU has a limitation, the dataset resides in a Premium Per User workspace. Even users without a license can access reports in non-PPU workspaces, but they cannot view the data without editing permissions.
Must be in premium capacity before it can be refreshed
However, PPU-related functions are updated very quickly. You can put forward ideas on this forum to let developers see your ideas:
