Premium Per User License and Sharing with Pro Users

Can a user with a Power BI Premium (per user) license create and publish content to a Pro workspace in order to share with Power BI Pro users?

 

Our agency currently has a lot of users with Pro licenses, but none with Premium per user licenses. Before we purchase any premium per user licenses we want to make sure the content created using that license can be shared with our Pro users.

 

At this time we don't have any premium capacities. (it hasn't made financial sense with our agency's current usage of Power BI)

 

Any help in understanding how this might work is appreciated!

 Premium per user license allows you to create and publish to a premium per user workspace. This ppu workspace has additional features that a pro workspace does not have. A user with a Pro license cannot access a PPU workspace.

 

A user with a PPU license can also publish to a Pro workspace, but they will not be able to use any of the PPU only features. So essentially it would be the same as a Pro user publishing to a Pro workspace. You would not get any benefit by having a PPU license in this scenario if you were only publishing to Pro workspaces.
