In P1 Premium licensing of PowerBI. the maximum Memory limit of 25 GB applies for the entire tenant

Hello, in Premium P1 the 25GB limit is specific to each individual dataset within the tenant (i.e. each dataset must be under 25GB). Just be sure to keep in mind that you have to leave enough room to refresh. For example, if your dataset is 15 GB and you are doing a full refresh, you would need to have around 30 GB limit.
